Husband of Birdie Ruby (Oneal) O'Neal; father of Wade Tucker Garrard Sr.

He served as a pastor of the St. Bethlehem Baptist Church in Clarksville, Tennessee. and New Hope Baptist Church in Rossville, Tennessee.
