Charles was born in February of 1867. He is the son of Jacob Garrison and Rebecca Fix. He is listed with his parents on both: the 1870 Census[1] and the 1880 Census[2] in his birthplace of Augusta, Virginia.
By September of 1900 he had relocated to California:

C. C. Garrison Succumbs To Heart Ill, Death came at 4 o'clock this morning at the St. Helena sanitarium.
Charles C Garrison, founder and operator of the Two Rork Commercial Company -which includes a general store and lumber yard in Two Rock valley. His death was attributed to a heart ailment from which he had suffered for the past few days and for which he had been under treatment at the sanitarium since Sunday. Born in Virginia. Garrison located in California many years ago and before locating in Two Rock lived at Beckwith, Plumas county, where he has large lumber mill interests. He had resided In Two Rock for the last 25 years and had contributed much to the progress of that community in which he was a civic leader. His son Sam Garrison, now a master sergeant in the army and stationed in the Philippines, assisted him in operations in the valley business before entering the service. He is survived by his wife, Grey Garrison, and a daughter, Mrs. Henry Frates, of Wilson district: a brother. Rev. Caylor Garrison, of Virginia, and two grandchildren. Charles and Joe Frates, in addition to his son. Garrison was a member and a past master Lodge and while in that community had served the order as the district inspector. The body has been removed to the Blackburn & Sorensen where funeral services will be held on Saturday afternoon at l' o'clock with Vitruvius Lodge No. 145. at Bloomfield. and Rev. B. L. Brittin. of Liberty district, officiating. Inurnment will follow at the Chapel of the Chimes, Santa Rora.
