Owen was born on October 7, 1876 in Norfolk, Ontario, Canada. He was the son of Nathaniel Gordon and Lois McAlister. ^[1]

He married Leonora Killip on June 18, 1902 in Monmouth. They had a son, Stuart Gordon during their marriage. They lived in Galesburg, Illinois.

Owen worked for a railroad, earlier as a Baggage Master, subsequently a Locomotion Fireman and then an Engineer.

He registered for World War I draft.

He was naturalized in the United States on June 4, 1923.
