James Hackley was born about 1691 in Old Rappahannock County, Colony of Virginia, son of John Hackley (<1655–1698) and Elizabeth Bowler (~1665– ).

James married Elizabeth Shippey (born about 1694 in Virginia; daughter of Richard Shippey and Eleanor (Mott) Shippey) in King George County, Virginia.^[1] Their children were:
