Francis was born on 19 February 1876. He was the son of Major William James Hall and Florence Selina Brooke. [1]
He was educated at Harrow School, Harrow on the Hill, London, England and he was educated at Royal Military Academy, Woolwich, London, England.
Francis fought in the First World War; he gained the rank of Colonel in the service of the Royal Artillery.
He married Violet Florence Brooke (daughter of Brig.-Gen. Henry Francis Brooke and Ann Isabella Christopher) on 15 July 1919.[2]
They had no children. Violet died in 1936.
He married, secondly, Joan Helen Kynaston (daughter of Reverend Edmund Kynaston) on 31 December 1937.
Francis held the office of Justice of the Peace (J.P.) for County Down and he held the office of Deputy Lieutenant (D.L.) of County Down.
He lived at Hill House, Hambledon, Hampshire, England.
He died on 20 April 1964 at age 88, without issue.
