The Hardings of Ballincollig, Cork, were an old civic family of the City of Cork and supplied various alderman to the city in the 18th century (and appear to have borne the Berkley/FitzHarding coat of arms). Are you sure you have the descent correct? Feel free to consult Betham's Extracts. I am unaware of links to Surrey.
