Hattie was the daughter of James Harvey (b. in Virginia) and Mary Ann Billingsley (b. Licking, OH, Apr. 2, 1800; d. Oct. 15, 1875 in Peoria, IL).

Hattie A. Harvey was born in Deer Creek, Tazewell County, IL. Feb. 19, 1842. She was the youngest of the family of twelve all preceded her in death. Aunt Hattie, as familiar was known, was converted to the Christian religion at Washington, IL. at the age of 15 years, she reunited in marriage to Dr. E. B. Hibbard of Portland, Oregon.
R. L. Hibbard, of Oklahoma, and Ross Hibbard of Worland with whom she has made her home since coming to Wyoming where she resided since1912. She departed this life Sept. 11, 1925 at the age of 85 years. She left many friends besides the family. She loved babies, petted children and befriended young folks, welcomed strangers, invited folks to her table, made friend with all classes, regardless of creed or station.
