Frances was born on 21 February 1823 in Hellingly, Sussex, England. She was the daughter of Richard Hickman and Phylis (Funnell) Hickman.

When Frances was 23 she married Joseph Cato on 31 March 1846 in Hobart, Tasmania, Australia.
