Maryland Governor, U.S. Senator. Successful in the mercantile and boating industries, he later served as the Maryland Dorchester County Sheriff in 1824 and was a member of the Maryland House of Delegates, (1829-30, 36). He also served on the Governor’s Executive Council, (1837-38) and was the Register of Wills for Dorchester County, (1838-51, 55-58). In 1858, he was elected as a Republican the 31st Maryland Governor, serving until 1862. During his term, the state was unsettled due to the outbreak of the Civil War. Also, conflicts increased over the secession issue, and Union troops were attacked when they marched through the streets of Baltimore, which resulted in Governor Hicks issuing the order to burn bridges around Baltimore in an effort to prevent the advancement of more troops. After leaving office, he was elected as a Unionist to the United States Senate to fill the vacancy caused by the death of James A. Pearce and served until his death.

Died: February 13, 1865 in Washington D.C.

Burial: Cambridge Cemetery, Dorchester County
