Samuel was born about 1756. He was a member of the House of Assembly, and Assessor and Collector of Taxes for Harbour Island.

Samuel Higgs passed away in 1800. His will provides a one-third absolute part to his wife Jane Gould Higgs, and the other two-thirds parts to be shared by his children Mary, the wife of Samuel Johnson, Jeremiah Higgs, Elizabeth Higgs, Sarah Higgs, Samuel Higgs, Margaret Higgs, Ann Higgs, Jane Higgs, Charlotte Higgs and Susannah Gould Higgs.
