I don't know who she belongs too, but I don't believe she is attached to the right parents. There are several reasons, but I will mention just a couple. None of their children were born in Pennsylvania and all but two boys moved to Ohio, Indiana and Iowa. You show her dying in Ashe County, North Carolina, but the find-a-grave link says she is buried in Wayne County, Kentucky. (The book by Herbert Hoover's niece doesn't mention her either.)

Hoover-1040 and Hoover-588 appear to represent the same person because: same person; same parents; same husband
