Dorcas was born in 1798, the daughter of Blackgrove and Rhoda (Kesterson) Hopper, in Tennessee. On March 2, 1815, she would marry James Neill, the son of Arthur and Rhoda Neill. They initially settled in Kentucky and started a large family as follows:
