There is no evidence that Catherine Howard was born on 5 Jun 1728 in Woburn, Middlesex, Massachusetts Bay, or that she was daughter of Edward Howard (1690 - 1781) and Eleanor (Tarbox) Howard (1694 - 1770).
She is not listed among the twelve children of Edward Howard/Eleanor Tarbox on either of their respective WikiTree profiles.
Likewise, it makes no sense for Catherine, at that time in the 18th century, to make it to Maryland as a single woman while the rest of her family — including her parents — remained in New England. Given the geographical implausibility of such a familial connection, I have separated Catherine her alleged parents.

Reuben Phillips, Sr. and his wife Catherine C. (Howard) moved from Cecil County, Maryland, to Fredrick County, Maryland, where they appear in 1754. With them is their son William Phillips born 1749 in Cecil County, Maryland.
Reuben and his family lived in Maryland until 1769 when he sold all his land and moved to Rowan County, North Carolina, and was still living there until 1783. In 1786, Reuben moved to Wilkes County, Georgia, an area that later became Oglethorpe County, Georgia. The last known record of Reuben was the 1800 census. He apparently died shortly thereafter. He would have been 80-85 years old at that time. Descendants of Reuben Phillips

DNA Connections
It may be possible to confirm family relationships with Catherine by comparing test results with other carriers of her mitochondrial DNA.
However, there are no known mtDNA test-takers in her direct maternal line.
It is likely that these autosomal DNA test-takers will share some percentage of DNA with Catherine:
The notion that Catherine Howard (Howard-3222) is the daughter of Edward Howard (Howard-2598) and Eleanor Tarbox (Tarbox-192) seems implausible. The rest of the Howard/Tarbox family moved from Massachusetts to other colonies in New England, while Catherine Howard married Reuben Phillips (Phillips-4233) in Cecil County, Maryland. Unless there is a reasonable explanation for how she -- alone of her family ended -- up in Maryland, I would recommend disconnecting her from the rest of the Howard/Tarbox clan.
Howard-3222 and UNKNOWN-128810 appear to represent the same person because: Catherine Howard (Phillips) was born in Wales, England in 1707 and died after 1768. The two profiles are the same Catherine.
UNKNOWN-128810 and Howard-8832 appear to represent the same person because: These profiles are the same with the last name at birth finally available. These profiles have relatives & places in common. Many of the Phillips clan have duplicates & merges. Please merge these.
