Margaret Whitmore m. John Howe, they had no issue. Found one James Howe close to b. date of 1590 on "The Genealogist" website. Baptism Records in the Parish of St Botolph Bishopgate, London. James son of Robert Howe baptized 12th March 1605.

If he didn't exist, perhaps he should be merged away?

Very unlikely that James Howe died in Kentucky in 1671 in his 80's. Settlement of Kentucky was many years in the future.
