Biography
Rufus William Howe was the son of Perley and Persis (Putnam) Howe. He married 1st Lucy Eastman and 2nd Polly Proctor. Rufus and Polly Howe had 4 children, they lived in Belpre, Ohio. According to the U.S. Census he was a farmer.
