Abner was born in 1747 in Marlborough, Mass. . He was the son of Nehemiah Howe and Beulah Wheeler. He went with his father to New Marlborough, Mass. in the western part of the state. When his father moved from New Marlborough to Poultney, Vermont, he went, too, but soon moved to Wells, Vermont. He was one of the first settlers there, and was at the first town meeting. He was appointed to the committee to lay out roads in the town, and was chosen Pathmaster for the northern part of town. He became a selectman at the town meeting held 1 Nov 1773, and occupied the office for 5 years.. He was Town Clerk 1779-1780. He died young (about 1780)[1] , leaving one son, Benajah, and reportedly three daughters; Mary, Rhoda, and Lucy . His wife's name is unknown. After Abner died, the four children were placed in guardianship by the court, bond by Azel Holmes (husband of Abner's sister Beulah), dated 25 Mar 1785, as follows:
