The earliest census record that names Thomas Jones says he was born in Illinois in 1870, as does the 1880 census. It would seem that his parents knew where he was born. In later years, he claimed he was born in Louisville, Kentucky, namely in one of his marriage records from 1900. Jones is a common surname, so the immediate conclusion might be that these were two different men. That does not appear to be the case. The Thomas W. Jones in the second marriage record shown below and subsequent census and death records is a match with the correct parents and birth year for the person of the same name born in Illinois. The family did make their way southwest from Ohio. Perhaps they moved from Illinois to Kentucky in the early 1870s for a year or two before they ended up in Lee's Summit, Missouri in 1880. It may be that Kentucky is where Thomas remembered growing up, later calling it his state of birth.
This next record appears to confirm that Thomas W. Jones was either born in Kentucky or referred to himself as born in Kentucky. Louisville was never a permanent home for his family, which is why there are no Kentucky records, such as a census, to confirm the family lived there. The family originated in Ohio and moved to Illinois and Missouri before settling in Kansas. See the first paragraphy of this bio for more details.
