Charles, known as Phillip, was born in 1870. He was the son of Elijah Kelly and Minerva Hazelwood. He lived with his parents and siblings in Hardinsburg, Breckinridge, Kentucky in 1870[1] and in Leitchfield, Grayson, Kentucky in 1880.[2]
Phillip married Alice May Hill. They had children. They lived in Haskell, Coal, Oklahoma in 1920[3] and in Jackson, Coal, Oklahoma in 1930[4]
