Frank J. Kline was the son of Carrie Dake and George Ellis Kline, Free Methodist Minister. Frank graduated from Greenville College in 1933 and from Biblical Seminary with a M.A. in 1935 He married Elizabeth DuBree Yerkes in 1935 after which they went to India as missionaries.

The Rev. Dr. Kline was a leader in the Christian movement in India for 22 years. Frank and Elizabeth founded a Free Methodist Bible School in Yavatmal, Central India. In 1953, it became interdenominational and was called Union Biblical Seminary. The Union Biblical Seminary became the second largest theological seminary in India, with students and faculty from all around the world and was supported by 16 church groups. Frank served as Principal until 1964 when he returned to the US.

After a brief period of study at Yale, and some time on the faculty of Asbury Theological Seminary, he joined the faculty of Seattle Pacific University. He served as Dean of Religion there until his retirement, after which he continued teaching part time. He moved to Warm Beach in 1982, but continued to be active until 1991, when due to failing health, Frank and Elizabeth moved to Warm Beach Health Care Center.

He died on November 29, 1993 at Warm Beach Health Care Center. His father and mother and brothers Coleman L. Kline and George Ellis Kline, Jr pre-deceased him. He was survived by his wife Betty, two children, and brothers Vivian Adelbert Dake Kline(1913-1998), David K. L. and Bruce and sisters Ida Mae and Rosemary. A memorial service was held at the Warm Beach Free Methodist Church.
