She was the youngest of four children born to William Henry and Elizabeth Nora (Stoltz) Knoerr. In 1935, Ruth married Everett Price. They had at least four children before Everett died suddenly in 1950. Ruth later married Melvin Riggs, who adopted the four Price children. Ruth and Melvin then had a son and a daughter together before the marriage ended. Ruth is buried beside her first husband, Everett Price.
