Flora was born in Tennessee in 1891 to John Monroe Ledford and Mary Alice Lowrance. After her mother died in 1901, the family moved from Tennessee to Oklahoma, where she eventually met her future husband, Luther Manley Garrett, and married at age 18. Between 1930 and 1935, Flora and Luther moved to Texas. From there they eventually moved to New Mexico where Flora passed away in 1975 at 84 years old.
