Born in Texas, USA on 1889 to Thomas Jefferson Lockhart and Martha Louise Hurt. Delta Epsilon married Elizabeth Bessie Hubbs and had a child. He passed away on 1933 in Dallas, Dallas, Texas, USA.

Delta Epsilon Lockhart enlisted for the officer's school at Camp Funston, Texas on May 17, 1917. He was commissioned as a 1st Lt. on August 15, 1917, and promoted to Capt. on December 31, 1917. His main duty was to supervise the training of troops during World War 1.. The last duty station for Delta was Camp Taylor, Kentucky, where he was CO of Co. K, 5th Inf. Div. before he was honorably discharged May 19, 1919.

He is buried in Restland Memorial Park Dallas, Dallas County, Texas, USA
