William studied law under Judge Henry St. George Tucker, in Winchester, Virginia and upon graduation was admitted to the bar. He set up his practice in Shepherdstown, but moved in 1830 to the county seat.

In 1830, William married Virginia Ann Bedinger in 1830, the daughter of Sarah Rutherford and Daniel Bedinger of Shepherdstown. In 1836 William built another beautiful home, "Rion Hall." [1] He chose this name from family linage, the Rions and the Halls, early owners of much of the land from which the estate was created. He ordered trees and shrubs from William Robert Prince of Long Island. Price whom was the fourth generation proprietor of a nursery in Flushing, which originally was established by his great grandfather Robert Price in 1730. Mr. Lucas ordered many varieties of fruit trees, grapes, raspberries, gooseberries etc, also ornamental trees and shrubs to decorate his estate.

William and Virginia Ann were the parents of four children:

  • Judge Daniel Bedinger Lucas, born March 16, 1836, died July 24, 1909, Stateman, Jurist and Poet, best remembered for his poem, "The Land Where We Were Dreaming. "
  • Virginia Bedinger Lucas, born Christmas Day, 1838, died April 27, 1865

From 1838 to 1839, William served in the Virginia House of Delegates and was elected as a Democrat to the Twenty-Sixth and Twenty-Eighth Congress. In 1850 he was elected to the Virginia Constitutional Convention and at one time was considered as governor of Virginia. William's wife, Virginia Ann, died in 1840, and William never remarried. He out lived all his children except his son Judge Daniel Lucas who inherited "Rion Hall." [2]
