Lillian was the daughter of Sidney and Martha (Moore) Mann, and the sister of Bertha, Enoch, Warren, Estille May, Mattie, and John William Mann. She was the wife of Millard Whisman and the mother of Nellie, Bertha, Donley, Edna, Mary Orpha, Georgia, Linville, Lucy, Emma Frances, Clayton, Effie, Cora, Dorothy, Virginia, Patricia. Millard and Lillian moved to Franklin, Ohio in 1927 where he worked for the Franklin Board and Paper Company, which later became the Stone Container Corporation.
