Osborne-2819 and Miller-15516 do not represent the same person because: Doesn't look like the same person, at all!

Appears to be mother and daughter as far as I can tell.

agreed - there appear to be two Elizabeths, one the wife of Ephraim Osborne, and her daughter Elizabeth. Daughter married David MacWithey (at least that's my current theory for David M's wife) [American Genealogist Vol 19 (1942) "MacWithey Family of Preston, Connecticut" by Ada Chase p 142]. David MacWithey bought 5 acres of land at Wainscot from Ephraim Osborne of East Hampton, Long Island, NY 26 Nov 1703. David & wife Elizabeth sign deed. [The article cites East Hampton, LI, NY Town Reocrds (1889), Vol 3, p 77 - I'm off to internet archive to find that] MacWithey sold that land in 1710 to Nathaniel Parks, wife Elizabeth consents. Same day he bought 70 acres from N Parks in Preston, CT for £40, near Ebenezer Willians [Article cites Preston, Conn. Land Records, Vol 3, P 11] Between 1725-1743 David distributed his land to his sons David, James, John, and Ephraim, his wife still alive. She is mentioned in his 1756 will.

Miller-23798 and Miller-15516 do not represent the same person because: I don't see too much that would hint they are the same person? Not doubting your right just don't see it.
