William Moore was born in Yorkshire, England.

William was Baptized on July 1, 1855 in Ingleton, Yorkshire, England. He was presented by his parents, Thomas Moore, and Agnes (Kidd) Moore. William spent his younger years in Ingleton. By age 15, he listed his occupation as a "Railway Worker". By 1881, William was living as a boarder in the home of John and Mary Robinson in St. Cuthbert, Carlisle, Cumberland England. It appears William moved to Cumberland because of his work on the railway. By this time, he is a "Railway Fireman".

William married Margaret Woods in September of 1885. They settled in St. Cuthbert, Carlisle, Cumberland, and had four children together between 1889, and 1895, Williams wife passed away in 1897. The family are seen still living together in St. Cuthbert in 1901, but after that, they all seem to head in different directions. William moved back to Ingleton, and passed away there on March 6, 1915.
