Martin-60975 and Norton-4206 do not represent the same person because: not needed

Norton-6577 and Norton-4206 look like the same person. But they have different parents. This usually indicates that either (1) they are the same person but one set of parents is wrong, or (2) they are different people and the birth and/or death information for one of them is wrong.
