Charlotte was born in 1865. She was the daughter of Robert Nugent-Dunbar and Annette Ellen Singleton-Atcheson. Her birth was registered in Kensington, Quater 4, 1865. [1]
Her father died in 1866.

She was painted by Sir Frank Dicksee, her portrait is in Glasgow museums and galleries (Kelvin Grove).
Charlotte married James Cleland Burns (3rd Baron Inverclyde of Castle Wemyss, son of John Burns, 1st Baron Inverclyde of Castle Wemyss and Emily Arbuthnot) on 2 April 1891 at Kensington, London, England.[2]
They had three children.

As a result of her marriage, Charlotte was styled as Baroness Inverclyde of Castle Wemyss on 8 October 1905.
Her husband died in 1919.
She died in 1951.
