Jasper Oaks was born in 1836 in Athens, Windham, Vermont, United States, son of Willard Oaks (1792–1875) and Sarah Bartlett (1801–1872).

In 1850, Jasper (13) was in the household of Willard Oaks in Rutland, Jefferson, New York.[1]

Jasper died in 1860 in Jefferson County, New York, aged 23. He was buried in Tylerville Cemetery, Tylersville, Jefferson County, New York.[2]
