He was the son of Labourer and Carter, William Osborn (1803-1864) and Jane Caplin (1811-1876), who married on the 11 October 1829 at the Parish Church of St. Eanswith, in the Village of Brenzett, on the Romney Marsh, three miles (4.8 km) west of the Market Town of New Romney, Parish of Brenzett, District of Folkestone in Kent, England. Alternative arrangements were made and the family was transferred to the "Morayshire" on the 20 February 1839. Labourer, William (36), wife, Farmhouse Servant, Jane (28) and their children Oliver (8), Susan (5), Hannah (3) and Sarah (1) again made their way to the Colony of New South Wales, Australia, arriving there on the 20 April 1839[5][6].
