Douglas was born about 1910. He was the son of Richard Osborn and Elizabeth Foulkes. He lived with his parents and siblings in Miami, Dade, Florida in 1920.[1]
Douglas married Vernice Annabelle Smith on 14 Oct 1936 in Fluvanna, Virginia.[2] They lived with Douglas’s father in Miami in 1940.[3]
