He was the son of Charles Payne, born Jan 1790, Christchurch, Hampshire, who died 1865, Cow Head; and Mary Brooks born 1792, New Harbour Trinity Bay, Newfoundland, who died 30 Mar 1862, Cow Head.

William Thomas married Esther Decker. Esther was born 1829, the daughter of James Decker and Elizabeth Payne. She died February 13, 1904 at Rocky Harbour, Bonne Bay^[3]
