Elizabeth (Penrose) Thomas was born in Cornwall, England.

Elizabeth Ann Penrose was born in Gwennap, near Redruth, Cornwall to Nicholas Penrose and Elizabeth Shepherd. She was baptised on 4 th March in the Gwennap Church. ^[1]
Her parents were married in the Gwennap Church on 19 October 1835. She had one sibling, a younger brother Nicholas.

On the night of the England Census of 1851, Elizabeth Ann Penrose age 13, born Gwenup, Cornwall, occupation: Copper Ore Dresser, and her brother, Nicholas Penrose age 14, born Gwenup, Cornwall, occupation: Copper ore Dresser, were visiting the household of Mary Shepherd age 58, born Kenwyn, Cornwall, widow, occupation: House Keeper. ^[2]
