He was a ship-builder and merchant, being in early life partnership with his brother, James Penrose. He was prominent in his day, and manifested a deep interest in public affairs. In 1761 he became a contributor to the Pennsylvania Hospital, and from 1786 until 1798 was one of the managers of that institution, and he is said to have been the founder of what are known in Philadelphia as the "Soup Houses," established for supplying of soup to the poor.
