Levi was born in 1787 in Abbeville, SC. He was the son of Ute Perkins and Sarah Gant. In 1808 he married Lucy Rhea. They had 10 children. He served as a Private in the Capt. Richard M Ratton's Co, 4h Regiment of the TN Militia in the War of 1812 from 28 Jan to 23 May 1814.
After Lucy passed away in 1854 he married again on 24 Aug 1854 to Mary Eleanor Burgess. They had one child, a daughter. Mary and Levi lived in White, Tennessee throughout their lives where he passed away in 1876. He is buried in the Perkins Cemetery in Putnam, TN.
Larimore Cooper wrote on June 29, 1983, "I suspect but I cannot prove it that Levi Perkins became a Restoration Convert thru the influence of the pioneer Minister "Raccoon" John Smith who had relatives living in Jackson County that then joined White County not too far from Levi's home where Smith would have been visiting and in which area Smith is known to have labored. And, further, I suspect Levi Perkins became our Reuben's mentor beginning with our Reuben's courtship of Levi's daughter, Lavinia. Our Reuben was a dirt farmer and not theologically educated--Reuben held the fort and held it well while Levi was the mentor and strategist for the most of a lifetime from Reuben's courting days. Reuben Cooper planted well at Cherry Creek which yet is a thriving Church of Christ congregation."

"Levi Perkins served with the 4th TN Militia (Col.) Robert Steele of West TN (War of 1812) and was discharged at Fayetteville on May 23, 1814. He was then 28 years old with black hair, black eyes, dark complexion and 5'-10" tall. Also, he was a Church of Christ and travelled from one community to another with horse and buggy often being accompanied by his grown daughter, Martha Jane. Where there were no churches, services were held in someone's home and were attended by community members. Such services were often held in the Ammon D. Jones' home near Boiling Springs.
