Refer to his profile in the cited reference "Peters of New England" starting on page 314, which says,
"The birth of the second child of Andrew II of Andover is recorded on the Andover records as Sibbons. In his grandfather's will the name is Seberance. It is evident that this is the real name, and that Sibbons, Seborne, Seaborn (and probably the name Seaverns) are spellings according to the usual clipping English pronunciation of long family names."
However, as a comment was included below, his maternal grandmother is showing a maiden name of Sibbons, and he is thought to have married a woman who's maiden name was Severance. Perhaps both are related to each other.
"Sibbons", son of Andrew Peters and Elizabeth Farnham, was born on 19 Feb 1687/88 at Andover, Essex County, MA.[1][2] He married Mary (surname possibly Severance) before 1711 at Essex County, MA; children (surname PETERS):[3]

In 1729, Sibbons went to Rumford (now Concord), Rockingham County, NH, and lived on the Hopkinton road, near St. Paul's School.[4]
He was called grandson Seberance Peters to have "a payer of oxren worth tenne pounds in pay or tenne pounds other wise ... when he is a (fit?) age" by the will of Andrew PETERS dated 16 Nov 1702 at Andover, Essex County, MA.[3]
In 1747, Sibbons was first mentioned in New Hampshire when he was garrisoned in the house of Jonathan Eastman at the same time James Peters (a brother or son) was at Capt. Henry Lovejoy's house.[3][5]
On 5 Nov 1751, Sibbons PETERS deeded 20 acres by Turkey Pond and 28 acres by Turkey river at Rumford (now Concord), Rockingham County, NH, to his son-in-law to Benjamin FIFIELD.
Research Notes
The main clue to his ancestry is the similarity of his name to Sibbons Peters s/o Andrew born in Andover. In addition, Concord NH was largely settled by people from Andover, the dates fit, and Sibbons disappeared from Andover.8
