James Phillips was born on 14 Aug 1759 in Craven, North Carolina to Thomas Phillips and Ann Gaskins. He married Margaret Sillivant on 21 Jan 1779 in Craven, North Carolina. Children: Daniel E, Nancy, Lewis, Rhoda, Naomi. He died on 7 Mar 1831 in Jasper, Georgia.

James Phillips was a Revolutionary War soldier who fought in the Battle of Guilford Courthouse under Nathaniel Green. In his war papers, James gives his father as John Phillips. In the James Phillips Bible record, it lists his father as Thomas Phillips. James settled in Jasper County, GA in 1808 and reared a big family of considerable means. His will was recorded in Jasper County, GA with sons Nathan and Wiley being appointed as executors. James is interred in W. Phillips Cemetery in Jasper County, GA.
