Biography

Perry was born on April 12, 1861 at Buffalo in Scott County, Tennessee. He was the son of Winford Phillips and Elizabeth Thompson. [1] Perry worked as a farmer, he passed from asthma and insufficiency on March 22, 1932 at Oneida in Scott County.
