"With $250 sent to him by Henry St John Dixon, William came to Fresno County in 1871, first working as a clerk in a store in Centerville. In 1874 he relocated to the new town of Fresno and went to work for Kutner, Goldstein and company.
In 1877 he was made a partner with the firm and was put in charge of the Centerville branch store. The firm established the Farmers Bank of Fresno and W Phillips became a cashier at the bank until 1887. In 1887 he became vice-president of the bank. He was director of the Fresno Gas Light Company, a director of the Fresno Water Company, and had an interest in the Fresno Bonded Company.
In 1916 he ran for Congress as the Republican candidate for the 7th Congressional District losing to incumbent Democrat Denver S Church.
He married Elizabeth B Pressley, daughter of Judge John B Pressley. A widower when Elizabeth passed away, William married Theresa M Hunt in 1918. "
