Note: 1920 US Census shows name spelled "Neil", the 1930 US Census shows spelling as "Nece"-- I'm am not sure why the change in spelling. Although "Neil" is currenlty 13 times more likley to be given to a male as a given name, I see 3 examples of female "Neil Pool" persons shown as female and no examples of Neil Pool persons shown as male. "Nece" would be a very unusual name for a male or female.
