Frederick was born in 1838 in Cherry Creek, Chautauqua, New York. He was the son of William and Lucinda Pope.
He was living with his parents and siblings in Cherry Creek, Chautauqua, New York in 1850, 1855, and 1860.[1][2][3]
Francis Pope married Julia Ann Cadwell on 12 Aug 1860. They had one son - Theodore William Pope. Francis, Julia, and their son were living with his parents in Cherry Creek in 1865.[4]
Julia passed away before 1880.
In 1880, he was head of household in Cherry Creek. The household included his son, his sister Sarah (Pope) Ingalls, Sarah's daughter Jennie, and his widowed mother Lucinda.[5]
He married Emma Carpenter on 24 Sep 1895. She passed away in early 1900.
In 1900, he was boarding with Sarah and Jennie in their household in Cherry Creek.[6]
He married Sarah Jane Smiley on 13 Jul 1900.
According to a biography of him published in 1900, he was a furniture salesman and undertaker.[7]
He passed away in 1913. [8]

Death of Mr. Pope
F. L. Pope, [F. R. Pope] who underwent an operation at Dr. Benjamins last Wednesday for stone in the bladder, died Wednesday morning at 6 o'clock. The operation was successful, but Mr. Pope has been a great sufferer for a number of weeks, had had he lived until Jan 20, would have been 75 years old, so his age with the long illness, was against his recovering. Mr. Pope has been a prominent man in business, was a member of the U. B. Church, and an active worker in both the Masonic and Odd Fellow orders.
The remains can be seen by the friends and neighbors at the late home on Center street, from Thursday noon until Friday afternoon at 3 o'clock, when the funeral services will be held and on account the illness of Mrs. Pope will be held at the home, and will be for the relatives only.
The services at the Cemetery will be in charge of the Masonic order.

FRANK R. POPE. Cherry Creek, Dec. 18.-Died at the Benjamin hospital Wednesday morning, Frank R. Pope, aged nearly 75 years. Mr. Pope had been In failing health for two or three years. He leaves a wife, Mrs. Jane Pope, one niece, Miss Jennie Ingals of Buffalo. He was a member of the United Brethren church, I. O. O. F. and Masonic lodges. The funeral will be held from his late home Friday at 3 p. m., and will be private.

Those attending from out of town were Miss Jennie Ingals. Buffalo; Mrs. Edna Sherman, Busti; Mr, and Mrs. E. Martin, Gerry; Spicer Hooker, Mrs. Carrie Shannon, Perrysburg; Charles Smiley, Olean; William Smiley, Allegany; Sanford Smiley. Jamestown. The burial was In charge of the Masonic lodge.
