A John Powell did marry a Margaret Coghill (Cogwell), the elder daughter of James Coghill (Cogwell) and sister of Mary Coghill, in Rappahanock before 3 Sep 1690. See attached image.[1]
Old Rappahannock County was formed in 1656 from part of Lancaster County and was divided in 1692 to become Essex and Richmond Counties. There appear to have been two John Powells in Old Rappahannock County. One John Powell married Miss Michael Turner in 1689 and the records of this family are found in Richmond Co., VA.
The second John Powell was born about 1644 and died about 1699 in Essex County, VA, formerly Old Rappahannock County. Dr. Casey reported John Powell was the father of Robert and Henry Powell of Caroline County, Elias Powell of King George Co., [James] Powell, and John Powell of Burke Co., NC. William Powell (b. ca. 1691, d. 1760) and Lucas Powell of Brunswick Co., VA. There may have been other sons, according to Dr. Casey.

He may have been the son of William Powell and Elizabeth Gorusch or he may have been the son of Thomas Powell and Ann Gorusch or he may have been the son of someone else entirely. We need yDNA results and sourced family trees to determine his parentage.
[Thomas Powell, who died in Brunswick County, VA, about 1750, has been proved to have been a son of Nathaniel Powell of Isle of Wight Co., VA, rather than of John Powell of Old Rappahannock Co., VA, as theorized by Dr. Casey.][3]
In September or October of 1666, a Thomas (T) and Mary (X) Powell sold their interest in 300 acres land to James Coghill of Sittingbourne Parish, Rappahannock Co., VA,. The land was "lying in the freshes of Rappahannock River on the North side of the River." [4]

Jane survived John and about 1698 or 1699, she married Thomas B.
Burnett who was co-administrator of John's estate. They managed the
estate for some years: Thomas Burnett of South Farnham Parish, Essex
Co, on 6/16/1728 & wife, Jane, sold 500 acres of the 1372 acres of
John Powell's land in Occupacia-Piscataway area and John Powell, Jr
(Jane's stepson) was a witness.
John Powell, Jr, presumably upon coming of age, sold some of this land
to John Battaile. The minor Powell children were reared by a
stepfather and a stepmother from 1698 to their maturity, perhaps with
an assist from elder brother, Robert Powell, of (unreadable) Co, to
whose neighborhood they migrated later.
They had the following children:
M i Lucas POWELL was born in 1696. He died after 1756.
Lucas sold land in Brunswick Co, VA, in 1756.
This was the date of a land transaction bearing his name.

DNA Connections
It may be possible to confirm family relationships with John by comparing test results with other carriers of his Y-chromosome or his mother's mitochondrial DNA.
However, there are no known yDNA or mtDNA test-takers in his direct paternal or maternal line.
It is likely that these autosomal DNA test-takers will share some percentage of DNA with John:
There has been a request that the parents be detached, and it does appear from the bio that the parents are unknown. I propose to remove those parents and move the discussion in the bio about who they might be into a Research Note. Please weigh in if anyone objects to that change.
The Date of John's Marriage to Margaret (Coghill) Powell is stated as 3 Sep 1690, and his second Marriage to Jane (Lucas) Powell is about 1694. All of the Children are listed being from both wives, on their separate Bios. The Problem I see, is that John and Margaret were married for four years. While possible, I do not think she could have had six children in that time period. Some of those must have been Jane's children, but not all of them. How do we decide which child belongs to which Mother? M. Lucas Powell's Mother appears to have been Jane (Lucas) Powell, birth about 1696. Can we get clarification on the three Profiles of John, Margaret, and Jane?
John Powell did not marry Mary Coghill ,She was a minor when he and wife Margaret sold her half of the 300 ac she inherited with her sister Mary receiving her part 150 ac some years later her married name was Willis . The marriage license for John Powell md to Margaret has been posted at length .
