Evan was born about 1788 in Celynin in Merionethshire, Wales, based on the information he provided at the census in 1851.[1] Celynin is also known as Llangelynin. A child Evan was christened there on 30 November 1788 to Hugh and Elizabeth Pugh. The parish register records "Evan son of Hugh Pugh of Pantgwyn & Elizabeth his Wife Bapt. Novr. 30th."[2]

(In this census, ages were rounded to the nearest 5 years.)
At the 1851 census, he was a stone mason and still living in the village of Llanegryn with his wife Gainor (59). Owen Thomas (15) was recorded as a visitor. Evan was recorded as age 63 and born in Celynin, Merionethshire, about 3 miles away.[1]
He died before the 1871 census, when Gainor was recorded as a stone mason's widow living by herself in the village of Llanegryn, Merionethshire.[4]
