Cleo was the daughter of Ernest Ramer and Sarah Alice Cravener . She was born in Shelocta, Armstrong County, PA. She was married to Harry W. Miller. Their known children were:
- Dorothy L. (Miller) Highfield (1926–2008)
- Merle W. Miller (1928–2015)
- George Edward Miller (1930–2015)
She died in 1961 and she is buried in Spring Church Lutheran Cemetery.[1]
