Joseph was born in Stoneferry, Yorkshire, England, in 1885. He was the son of Martin Raper and Sarah Lockwood.
Joseph married Lily Marrow in 1906. the marriage was registered in Sculcoates, East Riding, in the second quarter. Joseph and Lily would have four children between 1906, and 1913.
Joseph was a member of the British Army in World War I. He was a Private in the East Yorkshire Regiment, 8th Battalion, Regimental Number 13156. He was killed in action on March 27, 1916 in the Western European Theater. He received the British War Medal, Victory Medal, and 1914-1915 Star. His personal effects were left to wife Lily. Joseph was buried at Ypres (Ieper), Arrondissement Ieper, West Flanders (West-Vlaanderen), Belgium. His name appears on the memorial at the Menin Gate.
