Francis Marion Rice was born about 1846 in Randolph, Arkansas, United States, son of Samuel Thompson Rice (1812–about 1880) and Mary Lucinda Alcorn (1822–about 1883).

In 1880, Francis (33) was living in Bridges Township, Ozark with his wife, Margrett (27); their children, Rebecca A. (10), Alice I. (8), Sarah F. (2), and Sarah E. (2); and Francis M Rice (37), married, Farmer, head of household in Bridges Township, Missouri, United States. Born in Arkansas, United States.. [2]

Francis died about 1899 in Romance, White, Arkansas, aged about 52.[3]
