Biography
Rev. Joseph Lewis Riggs was born in 1808 in New Providence, Union, New Jersey, United States. He was the son of Elias Riggs and Margaret (Congar) Riggs. He was a a Presbyterian clergyman. He married Elizabeth Ann (Roosa) Riggs in 1844. He passed away in 1865 in Elmira, Chemung, New York, United States.
