Biography

From teenage criminal to Mayor and Justice of the Peace.

James was born in Gweenap, Cornwall , the son of Richard Rowe and Maryanne Jose. [1]Cornwall. The 1851 census had they family living in Comford a small roadside hamlet between Redruth and Penryn near Gwennap church town. The 1841 census had Richard the father as a toll gate keeper . The later in 1851 had him as as a inn keeper across the road at the from the Toll booth.

At age 13 he was apprenticed to a stationer in Truro. However this not end well. a court transcript indicates that he was arranged in court for theft.

On Saturday last, before W.T.Chappel Esq and Captain Kempe, JAMES ROWE, 13 years of age, was charged with stealing various sums of money, amounting to 18 shillings, from the shop desk of Messrs. Parkyn and Reed, drapers, Truro. It appeared that the lad, one of Gwennap, was an apprentice to the prosecutors, and that he was employed at the desk to receive cash and enter payments. On several occasions recently, after the shop had been closed, it was found that the cash did not correspond with the amount of entries in his book. A Mrs Scoble, with whom the boy lodged, and whose son also was in the prosecutor`s employ, finding that Rowe had recently purchased numerous articles of a fancy character, more than she imagined he could honestly have the means of paying for, and also fearing her son might be injured by companionship with her suspected lodger, had some communication on the subject with Messrs. Parkyn and Reed, who questioned Rowe on the subject of their losses of cash, according to his book, and he admitted that he had taken money from the till at various times – sometimes as much as 3 or 4 shillings.

When before the magistrates he pleaded guilty, and in consideration of his tender age, they dealt with him under the Juvenile Offenders Act and fined him £2 and 17 shillings 6 pence, which sums were paid”. [2]


In 1871 he married Ellen Henden. [3]

His marriage records indicate he came to the Colony of Victoria about 1861. He settled in St Arnaud, with his brother Richard. By 1888 he was recorded has having a Stationary shop in the main street of St. Arnaud.

Between 1873 & 1889 James and Ellen had 9 children.

James died in 1906, aged 59. [4]

ROWE.—On the 28th July, at St. Arnaud, James, beloved husband of Ellen E. Rowe, aged 59 years. [5]

He was buried in the St. Arnaud Cemetery on 31 July 1906.

ST. ARNAUD.—A large cortege followed the remains of the late Councillor James Rowe to the St. Arnaud Cemetery on Tuesday, all the bodies with which Councillor Rowe was identified being officially represented. The flags at the borough and shire offices, Lord Nelson mine, and bowling club were flown half-mast. [6]

By his death in 1906, he was an extremely wealthy man. He owned three shops in the main street of St Arnaud, Three residential houses in the township and shares in several banks and goldmines. At his death only four of his children were alive according to his probate. [7]
