Thomas was born at Little Para, South Australia in 1850 to John and Julihanna Rowe (nee Long). He was their 11th child and 5th son. He would also be the last child of the couple.
Thomas spent the early years of his life at Golden Grove in South Australia, where his father had a property.
Thomas Peter Rowe married Emma Bromley in Eba, South Australia in 1887. Eba is a locality near Morgan in South Australia's Riverland region. His sister Matilda also lived in Morgan for a period of time.
Thomas and wife Emma had 4 children. The first was born at Nhill in Victoria, where some of Thomas' siblings lived. He may have been visiting family at the time of the birth, however they did not register the child's birth until they returned to South Australia. The birth was registered at Eba.
Their next child's birth was recorded at Nackara, a small town just north of Oodla Wirra in the mid north of the state.
The remaining two children were born at Oodla Wirra.
Thomas passed away at Oodla Wirra in 1906 and was buried in Dawson Cemetery (Protestant section, plot 88). Dawson is located slightly north of Oodla Wirra and Peterborough, South Australia.
