Frank was elected constable of the first district of Williamson County, Tennessee in 1876.[6] After four years, he was appointed deputy sheriff.[7] He served as deputy sheriff for two years, and then as constable for two years.[8] He was elected sheriff of Williamson County, Tennessee in 1886 and was re-elected twice.[9] He served as justice of the peace from 1893 to 1900 and as city recorder of Franklin, Williamson County, Tennessee from 1893 to 1906.[10] He was elected judge of Williamson County in 1896,[11] and served for fourteen years.[12][13] He was elected to the state senate from the twenty-first district in 1910.[14] He represented Williamson County in the fifty-eighth general assembly.[15] He was United States commissioner under President Cleveland.[16]
Frank died on 31 January 1917 in Williamson County, Tennessee.[17][18]
